Oxan Energy: Saare 1 offshore wind farm project reaches several key milestones

The Saare 1 offshore wind farm project, led by Oxan Energy in partnership with several international players, is making major progress in Estonia. Three key events have confirmed the positive momentum surrounding this offshore wind farm located off the island of Saaremaa.

Official launch of the authorisation procedure in Estonia

On 17 June 2025, the Estonian authorities officially launched the authorisation procedure and environmental assessment for the Saare 1 project. This decision marks a key regulatory step. The process is led by the Estonian Consumer Protection and Technical Regulatory Authority (CPTRA/TTJA).

The project aims to install up to 900 MW of offshore wind capacity over an area of 88m2, around sixty kilometres off the island of Saaremaa – a strategic location for a number of reasons: it benefits from excellent wind conditions, is off the main commercial shipping routes, and remains close to the onshore infrastructure needed for integration into the Estonian electricity grid. The wind farm will ultimately help to strengthen energy security in the Baltic region and accelerate the integration of renewable energies into the Estonian mix.

A prize for international cooperation at Seanergy 2025

On 18 June, the Saare 1 project was awarded the prize for international cooperation at the Seanergy 2025 forum in Paris. This distinction rewards the international collaboration between in the development of the project, and underlines Estonia’s growing role in the European offshore dynamic.

Appointment of Nikon Vidjajev as Development Project Director

On 25 June, Oxan Energy announced the appointment of Nikon Vidjajev as Development Project Director of the Saare 1 project, based in Tallinn. This strategic recruitment marks a turning point in the local structuring of the Offshore Wind.

A certified electrical engineer and oceanography researcher, Nikon Vidjajev has rare expertise at the intersection of technological development, marine science and regulatory procedures. In particular, he has been involved in the design and deployment of innovative marine technologies such as autonomous wave sensors and marine energy converters, which are now operational in several R&D projects.

His previous experience in the public and private sectors, as well as in applied research and public authorisation procedures, are key assets for the further development of Saare 1. This new strategic role will strengthen the project’s local roots, with the task of coordinating the development phases from the Estonian capital.
